Zhongguancun seizes control internationally with more than a hundred established international standards

 

The reporter learned on the 8th from the Zhongguancun Standardization Promotion Conference 2014 that enterprises and consortiums in Zhongguancun have established 4882 standards in total by now, within which the number of international standards exceeds a hundred for the first time, reaching 130. It shows that Chinese enterprises have gained some control in certain fields internationally.

 

According to the introduction, international standard, which is acknowledged, formulated and published by certain associations of international standards, is the internationally-accepted norms used uniformly all over the world. It has now become a key factor in gaining more international control and influence.

 

 “Innovation and standardization are the two engines of economic growth. Innovation without timely standardization cannot transfer innovative results into economic profits and institution foundation which leads to future innovation.” says Daron Acemoglu, a prestigious American economist.

 

As the engine of innovative development of Beijing’s Independent Innovation Demonstration Area, enterprises in Zhongguancun focuses on industry transformation and upgrading, and have made a large number of achievements in terms of the establishment of international standards and innovative practice.

 

In the plenary meeting of the 5th research group of International Telecommunications Union (ITU) closed in Geneva, Switzerland on Dec. 3rd, 2013, Beijing Xinwei Communications Technologies Ltd., on behalf of China, put forward a proposal on air-to-ground aircraft mobile communication standard based on Xinwei’s McWiLL technology. The proposal was approved by the meeting and has officially become the international standard of global air-to-ground aircraft mobile communication.

 

Xu Reifeng, general manager of Communication System Integration Division of Xinwei, says that with the help of this international standard, Xinwei is targeting the promising market of aircraft mobile communication. They are taking the lead to establish and operate air-to-ground broadband wireless private network, extending mobile internet service onto aircraft. “It will be possible to call, text and surfing the internet on aircraft before long”.

 

In the age of big data, storage and transmission have become a big challenge, and video compression technology has become particularly important. In 2013, IEEE1857 standard led by the digital video decoding technology working team (AVS team) was successfully issued, realizing the maximum compression of large video data and the efficient storage and transmission.

 

Zhang Weimin, secretary general of AVS consortium, introduced that apart from digital television, IEEE 1857 also faces the other two new areas, namely, mobile communication and video monitoring. Its video compression technology, twice as efficient as that of the same kind, is in an advanced place internationally. At present, the standard has been adopted by CCTV as a trial, and it is expected to change the structure of video monitoring industry from the technical origin.

 

By now, the IEEE 1888 Ubiquitous Green Community Network Agreement, an international standard led by enterprises in Zhongguancun such as BII and China Telecom, has gained global attention. This standard, based on the Smart Energy of next-generation network, is the first green IT standard initiated by China. It is also a representative of Chinese innovative technology becoming international standard through global cooperation.

 

As it was introduced by Liu Dong, the Head of Next Generation Internet Key Technology and Assessment Beijing Municipal Engineering Research Center, a complete green and energy-saving solution centering the IEEE1888 Standard has taken shape. This solution covers terminal device, convergence device, multi-protocol gateway device, database, intelligent energy-saving analysis and processing platform, visual interface etc. Currently, the products of more than 20 companies at home and abroad, including China Telecom, Tsinghua University, Lenovo, BU Telecom Technologies, Datang, Intel, Cisco, Toshiba, NEC and University of Tokyo etc, start to support the IEEE 1888 Standard.

 

 “The introduction of IEEE1888 Smart Energy standard is just a small step in the whole process. In the middle of the rapid development of global IT industry, we are not only going to make standards, but also to promote the marketization and globalization of standards, making them applicable for everybody all over the world.” says Liu Dong.

 

The standardization of every technology is a story in itself, and every story is uniquely wonderful in its own way. A book named The story of Standardization in Zhongguancun was published, and it contains 30 stories of the institution, application and promotion of standards. it shows how enterprises and consortium in Zhongguancun innovate in terms of standardization, how they insist on fighting in the implementation of standardization strategies, and what they have achieved.

 

Statistics shows that, by the end of 2013, enterprises and consortiums in Zhongguancun have established 4882 standards in total, including 130 international standards, 2778 national standards, and 1828 industrial standards. In the year 2013 alone, Zhongguancun established 221 standards, including 23 international standards, 97 national standards and 80 industrial standards.
