On September 10, the 2024 National Cybersecurity Promotion Week event - the "Guangdong-Hong Kong-Macao Greater Bay Area Cross-border Data Flow Cooperation Conference" was successfully held in Nansha, Guangzhou. Liu Dong, Director of the National Engineering Center for the Next Generation Internet, stated in his address that the data industry represents a significant development opportunity for the Guangdong-Hong Kong-Macao region and holds immense potential for cross-border international data cooperation, the aggregation of high-quality global datasets, and the cultivation of data and AI talent.

Director Liu Dong pointed out that first and foremost, it is essential to fully utilize the policy tools for cross-border data facilitation between Guangdong and Hong Kong proposed at the national level, enhance enterprises' compliance capabilities, and achieve convenient data flow between the mainland and the Hong Kong and Macao Special Administrative Regions. He suggested exploring the establishment of a joint certification system for the Guangdong-Hong Kong-Macao Greater Bay Area to provide a more stable institutional framework for multi-directional data flow within the region. Furthermore, he proposed using the data flow in the Greater Bay Area as a model and stepping stone to extend this approach globally. Secondly, in addition to data, generative artificial intelligence also presents a significant opportunity for the Greater Bay Area. To this end, leveraging the facilitation tools for cross-border data flow in the Guangdong-Hong Kong-Macao region, the international data accumulated in Hong Kong and Macao can be integrated with mainland data to form a high-quality AI dataset for the Greater Bay Area. Finally, the Guangdong-Hong Kong-Macao Greater Bay Area is home to numerous top-tier universities and research institutes. In collaboration with associations and innovation platforms related to information and digital technologies in the Greater Bay Area, it has enormous potential in talent cultivation, technology R&D, and engineering practice. In particular, Hong Kong and Macao have a unique advantage in connecting with the international community. Based on this, we can establish a foundation for our data and AI infrastructure, thereby rapidly enhancing the ability of enterprises in the Greater Bay Area to provide services externally.

Director Liu Dong also introduced the key innovations and work directions of the National Engineering Center for the Next Generation Internet, Guangdong-Hong Kong-Macao Greater Bay Area Innovation Center. He mentioned that the center is committed to constructing an open data space network using technologies such as IPv6, data spaces, privacy computing, and blockchain. This network aims to support cross-border data flow and integrate with data governance to form technical solutions that can serve the needs of multi-directional cross-border data flow and industrial data sharing. These solutions will promote the construction of the Nansha (Guangdong-Hong Kong-Macao) Data Service Pilot Zone.

The 2024 National Cybersecurity Promotion Week event - the "Guangdong-Hong Kong-Macao Greater Bay Area Cross-border Data Flow Cooperation Conference" was guided by the Network Data Management Bureau of the Cyberspace Administration of China, hosted by the Management Committee of Guangzhou Nansha Economic and Technological Development Zone, and co-organized by the National Engineering Center for the Next Generation Internet, Guangdong-Hong Kong-Macao Greater Bay Area Innovation Center and the Hong Kong University of Science and Technology (Guangzhou), with the support of the China Internet Security Association. The successful hosting of the conference marks a solid step forward for the Guangdong-Hong Kong-Macao Greater Bay Area in cross-border data flow cooperation and injects new vitality into the prosperous development of the digital industry in the Greater Bay Area.
