On August 28, the 2024 China International Big Data Industry Expo - International Data Space Exchange Event was held in Guiyang. Liu Lehong, Party Secretary and Director of the National Data Bureau, attended the event and introduced the relevant policies on data space. Cai Chaolin, Deputy Governor of the Guizhou Provincial People's Government, and Zhao Houlin, former Secretary-General of the International Telecommunication Union (ITU), attended the event and delivered speeches. Xia Bing, Party Leadership Group Member and Deputy Director of the National Data Bureau, presided over the event.

Liu Lehong stated that the National Data Bureau is currently researching and promoting pilot data spaces, aiming to drive the construction of several types of data spaces with data as the driving force. The bureau focuses on developing common standards, breakthroughs in core technologies, building data infrastructure, and ensuring security and standardized management. Efforts are made to create the core capabilities of building a trustworthy, manageable, interconnected, and value-cocreating data space, enhance international exchanges and cooperation, and provide strong support for constructing a nationally integrated data market.

Cai Chaolin emphasized that data space serves as the infrastructure for promoting data circulation. It holds great significance for unlocking data value, activating the potential of data elements, and improving the efficiency of data resource allocation. Guizhou and Guiyang are willing to become experimental fields for data space development, striving to create a series of demonstration cases to achieve mutual benefits and win-win outcomes. Zhao Houlin noted that data represents a resource, a technology, an industry, and a symbol of an era. He proposed strengthening technological innovation, promoting data resource sharing, expanding application scenarios, and enhancing international cooperation to foster a favorable environment for the healthy development of the big data industry, enabling big data to better benefit the public.

Themed "Data Without Borders: Creating an Open Data Space," the event featured speeches by Academician Sun Ninghui of the Chinese Academy of Engineering, Thorsten Hülsmann, Director-General of the International Data Space Association (IDSA), Yu Xiaohui, President of the China Academy of Information and Communications Technology, and Professor Noboru Katsuta of the Japan Data Society Alliance (DSA). Experiences were shared by domestic and international experts and enterprise representatives, including Liu Dong, Director of the International Center for Next Generation Internet, Yang Yang, Vice President of the Hong Kong University of Science and Technology (Guangzhou), Tao Jingwen, Director and CIO of Huawei Technologies Co., Ltd., Gan Bin, Vice President of Huawei Technologies Co., Ltd., Long Yun, General Manager of the Digital Department of China Southern Power Grid, Zhu Zongyao, Deputy Secretary of the Party Committee and President of Shanghai Data Group Co., Ltd., Ma Xiaolong, Chief Representative of the Beijing Representative Office of the Fraunhofer Society for the Promotion of Applied Research, Julia Pampus, Head of the Eclips Open Source Organization, Gregory Thomas Healy, Global Vice President of SAP, Hu Jianjun, Vice President and Chief Cybersecurity and Information Security Officer of Siemens (China) Co., Ltd., Zhanbei Shi, CTO of PTC Corporation, and Bing Zhou, Vice President of Corporate Affairs and General Manager of Intel Corporation's China Operations. The sharing covered multiple fields such as energy, automobiles, finance, cross-border, and urban governance.

The event was hosted by the Executive Committee of the China International Big Data Industry Expo and co-organized by the China Academy of Information and Communications Technology, the International Center for Next Generation Internet, Huawei Technologies Co., Ltd., Cloud Guizhou Big Data (Group) Co., Ltd., and the Guizhou Provincial Information Center. The Fraunhofer Society for the Promotion of Applied Research, the International Data Space Association (IDSA), the China-Britain Business Association, the National Engineering Research Center for Big Data System Software, and the Trustworthy Industrial Data Space Ecosystem Chain jointly supported the event. Over 500 participants, including officials from the National Data Bureau and local data bureaus, industry associations, enterprise representatives, and media, attended the forum offline.
