[Digital China Construction Summit] Liu Dong: Building Data Circulation and Utilization Infrastructure Based on IPv6 and Data Space Technologies

On May 24, the 7th Digital China Construction Summit kicked off in Fuzhou. At the "Data Standardization and Data Infrastructure Forum" hosted by the National Data Administration, Liu Dong, Director of the China Next Generation Internet (CNGI) Engineering Center and Vice Chairman of the Strategic Advisory Committee of the International Data Spaces Association (IDSA), stated that the technical features of IPv6 next-generation internet—flexible, secure, and efficient networking—combined with the capabilities of data space and sandbox technologies to ensure data ownership and trusted exchange, alongside audit and security technologies such as blockchain and privacy computing, will form a comprehensive infrastructure solution for data circulation and utilization. This will fully support trusted data flow and value enhancement.

Starting from Scenarios, Strengthening Technological Integration, Innovation, and Interconnectivity

Liu Dong pointed out that the main challenges in current data infrastructure construction can be summarized into three aspects: technology selection and integration, interconnectivity and interoperability, and sustainable development.


  1. Technology Selection and Integration: Infrastructure is not a single technology but a holistic solution for multi-dimensional and multi-scenario needs, requiring the integration of diverse technical systems. Experience shows that encouraging innovation, attracting more stakeholders to participate in the construction and application of data infrastructure, and enabling market-driven selection based on scenario demands are the best approaches.

  2. Interconnectivity and Interoperability: Data circulation infrastructure must enable data mobility while ensuring data ownership and security, often addressing complex cross-domain and cross-border issues. This requires fostering industry collaboration and building unified consensus.

  3. Sustainable Development: Building sustainable data infrastructure demands comprehensive considerations, including leveraging existing facilities, establishing long-term operational models, nurturing more suppliers, and encouraging data owners to actively participate. These efforts will guide the market to form a mature ecosystem.

Data infrastructure construction is a long-term process requiring continuous planning, deployment, application, and iterative refinement.

Building Data Circulation Infrastructure Based on IPv6 High-Speed Networks, Data Spaces/Sandboxes, Blockchain, and Privacy Computing

Liu Dong emphasized that current research indicates a growing consensus on data infrastructure architectures integrating high-speed networks, data spaces, sandboxes, blockchain, and privacy computing.


  • High-speed data networks will meet the three critical demands of flexibility, security, and speed. IPv6 supports flexible logical networking, point-to-point encryption, and rapid scheduling of computing power and bandwidth. The foundational network already possesses these capabilities and can extend to enable underlying network-based control over data flow.

  • Data spaces and sandbox technologies address distributed and centralized data circulation scenarios, respectively. They ensure data ownership and interoperability among data entities, resolving concerns among data holders about data leakage or loss of ownership during sharing.

  • Blockchain, as a mature technology, supports encryption and notarization throughout the data lifecycle, ensuring traceability. Meanwhile, privacy computing will become a key component of data infrastructure to address varying data security requirements.

In conclusion, Liu Dong stated that China’s data infrastructure development should encourage broader technological innovation and pilot demonstrations, actively promote integrated technology applications, establish standard systems, and advance industry and supply chain collaboration. This will ensure the infrastructure’s advanced, effective, and global competitiveness, forming replicable and scalable "Chinese solutions" to drive global digital economic growth.
